As you know, part of the work that our organization does is to better the quality of life of all Trans, Gender Nonconforming and Intersex (TGI) people. This year, we are focusing on making sure to pass a piece of legislation that will ensure inclusivity of all of our community by amending the original AB-2218 to include all TGI people with the intention to build healthy TGI people and investing recurring $15 million to be allocated to support health services for all of us.
Additionally, we are working with legislators advocating for 25 million dollars to support our community with reentry services dedicated to supporting all TGI people across California. Please see more explanation about the CTPA coalition who we have been working with and more details about our current legislative platform for this year. Understand that your collaboration and activation are important.
Please continue to be involved and engaged as we work together to better the conditions of life of all TGI people.
Bill and Budget Requests
AB 2521
AB 2521 (Santiago), which would amend the Transgender Wellness and Equity Fund, renaming it the Transgender, Gender-Variant, and Intersex (TGI) Wellness and Equity Fund- The fund already provides funding to support transgender, gender non-conforming, and intersex (TGI) people across the state of California and the updated name provides necessary visibility and representation to gender non-conforming and intersex communities. The renaming of the Fund is necessary to acknowledge all TGI people in budget discourse.
Thanks to the Assembly Health committee for passing #AB2521!

Brief Background
In 2020, the state made California the first state in the nation to specifically fund TGI communities by creating the Transgender Wellness and Equity Fund. The California Transgender, Gender Non-conforming, Intersex Policy Alliance (CTPA), a coalition of TGI led organizations pushed forth a statewide budget that centers on the physical, mental, and spiritual health for the most marginalized TGI communities.
Formed in 2020, the CTPA coalition advocated for the passage of Assembly Bill 2218 (Transgender Wellness and Equity Fund) authored by Assemblymember Santiago which created the fund within the Department of Public Health for the purpose of funding holistic healthcare services. Although its passage was historic, we received $13 million last year and are now working to secure recurring funds.
